Sizemore stalled by new regs
OPB is reporting that petitioning efforts by Bill Sizemore have been stalled by the inability of his signature gatherers to adhere to new legislative guidelines that went into effect in January. Because the rules pertain to what must be turned in to the Secretary of State, they apply to all initiative petitions for 2008, including those that were circulated before the rules went into effect.
Starting in 2008, Sizemore, or anyone else paying signature gatherers to circulate initiative petitions in Oregon, must attach copies of staff time cards to copies of the petitions for auditing by the Attorney General and Secretary of State.
It's a very strict guideline,and one that requires petitioners to provide total transparency about their business processes.
These guidelines are part of a massive package of reforms passed during the 2007 legislative session that dramatically increase the liabilities and disclosures of chief petitioners and the circulators of initiative petitions in Oregon.
